The Conflict

Nearly four decades of conflict have left 160,000 dead and up to 3 million displaced in the Philippines. The conflict over the Mindanao region is rooted, according to the World Bank, in the clash of interests over land and other natural resources, and the identity issues emerging from the de facto second-class status of much of the Moro population (Muslims under and Christian majority). Fighting escalated in 2008 following the collapse of decade-long peace process between the government and the Moro Islamic Liberation Front (MILF). The appearance of the Abu Sayyaf Group (ASG) in 1990-91 generated further violence with the radical separatist faction linked to Al Qaeda seeking an independent Islamic nation and a pan-Islamic super-state in Southeast Asia.

Besides the Islamic conflict in the South, since 1969 the Philippines has faced violence from the New People's Army (NPA), the military wing of the Communist Party of the Philippines, which is included on the United States list of terrorist groups. 

With civilians bearing the brunt of decades of conflict, the Philippine Congress has debated legislation that would provide protection and compensation to civilians and non-combatants harmed in the conflict. The bill has been stalled since early 2009.

CIVIC's Work

CIVIC advocates for all armed groups in the Philippines to avoid civilians and to make amends to those harmed as a result of their actions. CIVIC monitors measures for protection and compensation.
